The Campaign Creator Project started
from the assumption that it is not lack
of opinions or ideas which leads to this
sense of disengagement. Rather it is
the lack of ability that individuals and
communities have to make their voices
heard and a lack of trust that anyone
will listen when they do.
This project set out to prove that by
providing the right support, encouragement
and access to tools, councils can
help "people with ideas" to become
effective community campaigners and
in so doing, can show themselves to be
effective community leaders.
The project was established to develop
a "Community Campaign Pack" that
encourages citizen-led, ground-up
campaigning both on and offline. The
pack enables citizens, who do not have
access to other resources, to run a
credible and serious community campaign.
This will 'level the playing field'
of access to the democratic process.
The objectives of this project were to
develop this pack and stimulate various
approaches to its use. Through evaluation
the project generated knowledge
that will help local authorities meet their
obligation as community leaders, and
build capacity in their communities.
