Habitat 3 was the United Nations Conference on housing and sustainable urban development held in Quito, Ecuador, from 17 to 20 October 2016. This summit saw the approval of the New Urban Agenda, which will provide the guidelines for gearing efforts towards the development of cities for an extensive range of players (states, urban and regional leaders, donors, United Nations programmes and civil society) for the next 20 years. This agenda will lay down the foundations for policies and strategies to be extended and make their mark over the long term.

Local governments have launched the #Listen2Cities campaign, to ensure their proposals are on this agenda. The IODP has supported and taken part in this campaign. Two events have been jointly organised by the IODP for the purposes of defending the need for urban-planning development in democratic cities, by making citizen participation a priority in urban planning.

The event, which was jointly organised with the Brazilian participatory budget network, was attended by Deise Martins, the Director for International Relations of Canoas (Brazil), Mahamudo Amurane, the Mayor of Nampula (Mozambique), Nelson Dias, the Director of Portugal Participa, Rocío Lombera from COPEVI (Mexico), Ricardo Jaramillo from the Colombian Network for Planning and Participatory Budgets and Giovanni Allegretti from the European project, Empatia
Participatory Planning, social inclusion and right to the city" – Thursday, 20 October
The other event was organised by the IODP Africa section, in conjunction with Enda Ecopop. The session dealt with the inclusion of participatory planning as a necessary principle on the New Urban Agenda. Bachir Kanouté, the coordinator of IODP-Africa moderated the session, during which the following gave speeches: Jean Pierre Elong Mbassi, Secretary-General of CGLU Africa; Magali Fricaudet the coordinator for the CGLU's CISDP Commission; Nelson Dias, the President of the In Loco de Portugal Association and Felipe de Paula, the Secretary for Human and Citizen Rights of São Paulo (Brazil) and the representative of the city of Dakar.
