Description
The Manual encompasses clarifications on the substance and contents of democratic
governance at local level, presentation of European values of local self-governance, the
importance of civic participation in local self-government, the structural setup of its
implementation, objectives, benefits issues arising and impediments in application of the
inherent policies, as well as presentation of the experiences of civil participation in
Armenia and selected European countries.
