The initiatives call on district authorities and civil society organisations, as well as the people in charge of the spaces for participation
On 22 January, a mayoral decree approved the Regulations for Volunteering in the Metropolitan Municipality of Lima, based on the General Law on Volunteering. The document defines the duties and rights of volunteers and the various organisational units of the jurisdiction.
The purpose of the legal provision is to offer responsible initiatives to the community, with adequate organisation, direction and supervision in order to train trained volunteers to participate in the various actions carried out by the Lima municipality.
The purpose of the Lima volunteer programme, coordinated by the capital municipality, is to train agents of change driven by a vocation for service, who respond to the needs of the citizens through the creation of proposals that are in line with the problems of the city. It is worth mentioning that in 2019 the Lima Municipal Volunteering Programme won the CAD award for Best Practices in Public Management. In 2020, initiatives of the municipal corporation such as Manos a la Olla and Refuerzo en Tu Cole Digital received national and international recognition. Manos a la Olla was a finalist in the 14th IOPD Award.
Metropolitan Youth and Children's Consultation
On 28 January, the Municipality of Lima presented the Lima 12 strategy, which seeks to strengthen public policies on the right to participation of children and adolescents. This initiative includes a metropolitan consultation aimed at gathering information on their problems, needs and challenges during the pandemic.
The consultation, which is in addition to the various programmes already being developed by the municipality in favour of this sector of the population, includes three questionnaires: one aimed at children between 7 and 11 years of age, another for adolescents between 12 and 17, and the last one for municipal operators.
The consultation process will run until 12 April in the 43 districts of Metropolitan Lima. It will be followed by analyses and conclusions; and finally, in July 2021, in the midst of the commemorations for Peru's bicentennial, the new approaches and strategies for the renewal of child participation policies will be presented.
Lima 12 combines the name of the city with the number of the article of the Convention on the Rights of the Child that recognises the right of children and adolescents to participate and have their opinions taken into account. The initiative convenes district authorities and civil society organisations, and those responsible for participation spaces for this age group.
